@RonDeSantis #2 and #3 are correct; but is it possible that #1 is the cause of local governments increasing spending, to make up for what the state stopped doing?

1. The state’s current budget is less than last year’s and last year’s was less than the year before that.

2. Taxes at the state level have been reduced by billions over the same period of time, and the state doesn’t levy or collect property taxes, which are local.
