agree that if that is the case, it's going to be v difficult to get out of the local minimum... I wonder if the story/success of even deep learning / @geoffreyhinton offer any examples...

seems like ImageNet was their only way out.

What would you do with so much money?

Why not start with something small and demonstrate scaling properties: theorems, experiments.
Then, come back and ask for more money with a clear plan.
