A government shutdown would be a loser for Trump, Republicans, Elon, government workers and the American people. Dems would avoid blame as the Republicans are assumed to have control. Would produce terrible headlines for the holidays and would shake business confidence.

Dems are ordinarily disposed to avoid a government shutdown. This time though they seem genuinely bent out of shape by the process and inclined to have Republicans own what transpires - and the Republicans probably don’t have the votes. A shutdown for the holidays feels likely.
