Senators Van Hollen and Durbin tell me putting the debt limit as part of a disaster relief deal is a non-starter for Democrats. Democrats, they both said, are open to talks on the debt limit but not on that front. Chair Cole, however, said no deal should be ruled out at this pt.

Cole said President Trump "would like not to have a deal with this [debt limit] entirely," but "the votes aren't there to do that."
Still, "if you got rid of it entirely," you could get Democratic votes. Some Democrats, he hears, might be open to backing a two-year DL hike.

Cole said he knows Dems would balk at disaster relief being part of a debt-limit deal but says it can't be ruled out. Budget possible but could rupture approps. Reconciliation means Dems cut out of it at some level, he said. In his view, all TBD as the House GOP keeps talking.
